  This is a UNESCO publications for the World Summit on the Information Society. Since its inception, UNESCO has understood the importance of ‘partnering’ in order to meet its goals. On the context of WSIS, UNESCO reflects on the complex issue of partnerships for development or ICT4D, whose understanding is still at its formative stage. The opportunity to draw on specific African experience is timely, given the needs of and the focus on the African nations.

  "Internet Governance" was one of the core issues of the 2005 World Summit on the Information Society (WSIS) in Tunis. The compromise arrangement reached in Tunis basically confirms the role of the "Internet Corporation for Assigned Names and Numbers" (ICANN) and the specific responsibilities and controls exercised by the United States. However, the other side partnering in the compromise is not left empty handed: Individual countries will manage their own countrycode Top-Level Domains (ccTLD).

  In 1994, e-commerce or literally accepting orders over a secure web site was considered a leading edge. Today, e-business is more pervasive and complex. The term e-business can be distinguished from e-commerce by the fact that e-business is broader and of a higher generation or rather a superset of e-commerce. In Tanzania there are no known studies made to establish the positive impact of e-commerce or e-business. In reality the positive impact of e-business outweigh the negative ones. However, there is a growing concern and fear by Revenue Administrators that companies using e-business could easily hide their earnings and thereby deny the Revenue Authority substantial revenue.

  Agriculture is central to economic growth, food security and poverty alleviation in Sub Sahara Africa even though food security and nutrition remains a big challenge in where different forms of food insecurity and malnutrition threaten people. The first Millenium Development Goal is to eradicate extreme poverty and hunger. SSA faces many challenges and hurdles in its effort to attain the milestones. Such a challenge includes misguided agricultural and rural development policies, weak institutions, inadequate well-trained personnel, and underdeveloped technologies. This paper addresses capacity strengthening needs in the area of Information and Communication Management (ICM) to support food security initiatives and presents a summary of capacity strengthening needs.
